Background
The energy sector in Southern Africa is expected to undergo through some form of change – either it be restructuring, deregulation, privatisation, unbundling of former state-owned companies or introduction of Independent Power Producers (IPPs) and Private-Public Partnerships (PPPs). The primary objectives of these changes vary depending on the context, and they are generally concerned either with the introduction of competition to improving value to customers or with creating an attractive climate for private investment to limit debt by state-owned companies. In addition, contemporary concerns about energy security, coupled with the need to integrate large volumes of new renewable energy technologies and capital intensive resources, have driven a trend towards the development of local and regional power markets involving agreements between state-owned companies, independent power producers and neighbouring countries. The linkages between electricity markets and the behaviour of upstream oil and gas markets are also becoming increasingly important, creating significant political and economic complexities in the energy markets.
